Infocomm Development Authority of Singapore/Ministry of Health (Aug ’06 – Present)
Senior Medical Informatics Consultant

Working as an information architect for national healthcare systems, including the use of international standards (e.g. HL7, ICD, SNOMED-CT) for national health information exchange. Am also responsible for integrations and linkages across different systems and multiple healthcare organizations to enable interoperability.

Singapore General Hospital (Oct ’03 – Jul ’06)
Manager, Medical Informatics

Involved in IT projects assessment & prioritization in the hospital & provided inputs on the IT strategic plan as it relates to clinical systems, technology & workflow. Functioned as a liaison between clinicians & the IT team to identify, translate & re-engineer business & clinical requirements, workflow & processes for new information systems & technology implementations. Have actively participated in projects including speech recognition, ePharmacopoeia, bed management, CPOE (Computerized Physician Order Entry) for medication, laboratory & radiology orders. Also involved in the general education and promotion of the field of Biomedical Informatics in Singapore.

Columbia University & New York Presbyterian Hospital (Mar ’03 – Aug ’03)
Research Assistant

Conversion of patient records (discharge summary, laboratory, microbiology, radiology reports) to XML using HL7’s Clinical Document Architecture. Implemented a web interface to access XML records in Tamino Server using XSLT and JSP.

Columbia University (Sep ’02 – Feb ’03)
Did research on the use of lexico-semantic methods and mediating medical terminologies (OMIM, UMLS, SNOMED) to integrate biological and clinical databases. A research paper was accepted for the MedInfo ’04 symposium.

Hewlett-Packard Singapore (Private) Limited (Jul '99 – Jun’02)
Senior IT Solutions Specialist

Support & development of HR systems on Asia-Pacific & global levels. This includes troubleshooting, servicing requests & enhancements to the systems from users. Involved as a Asia-Pacific technical lead in projects which include the analysis, design & implementation of HR data warehouse as well as ERP standardization and consolidation of disparate HR systems to PeopleSoft 8 HRMS.

National University of Singapore (Jul ’98 – Mar ’99)
Did research on clinical decision making & decision support, focusing primarily on Bayesian learning methods in automated learning of numerical parameters from databases. Implemented a learning system using the EM algorithm to learn parameters from large medical databases.

Medical Informatics Programme (Nov ’97 – Jun ’99)
Part-time Research Assistant

Developed a virtual patient on the internet, modelled after the Tamagotchi. Users can interact with the diabetic “patient” and learn to take care of “him”. Implemented a medical digital image repository on the National University of Singapore Medicine Faculty intranet. It enables users to add, update, search and view medical images in thumbnail & actual sizes.
